Dr Shirley Bowen
Chief Executive

Shirley is the Chief Executive of the North Metropolitan Health Service.

Shirley has a deep and enduring commitment to providing excellent patient care, staff wellbeing and safety, research and innovation. She places great priority on establishing innovative strategies and implementing best practise to provide high quality health services.

With dual Fellowships in Infectious Diseases (FRACP) and Sexual Health Medicine (FAChSHM), Shirley has gathered a wealth of knowledge working in clinical medicine, executive leadership, research, and academia. Shirley has extensive experience working in public and private hospitals. Previously her roles included CEO of St John of God Hospital, Dean of the School of Medicine at the University of Notre Dame and Chief Health Officer for the ACT.

Shirley is passionate about authentic leadership and person centred care.

Dr Jodi Graham
Executive Director, Sir Charles Gairdner Osborne Park Health Care Group

Jodi is a locally trained specialist anaesthetist and has worked at SCGH as a consultant anaesthetist for the past 15 years.

During that time, Jodi was also a consultant at KEMH and has been Medical Co-Director of the Surgical Division at SCGOPHCG since 2013.

Jodi spent 2018 working at the Department of Health as the Medical Adviser to the Sustainable Health Review Project, which was a great opportunity for her to put a Masters of Health Policy, acquired at the University of Sydney, to good use.

Jodi has a keen interest in engaging with staff, empowering our workforce and developing strong individual culture and identity at SCGHOPHCG.

Scott Goder
A/Executive Director, Procurement, Infrastructure and Contract Management

Scott graduated with a first class honours degree in Health Economics and has worked for WA Health for more than 15 years.

Having previously worked at South Metropolitan Health Service and East Metropolitan Health Service in a range of corporate, finance and operational leadership roles, Scott has joined the NMHS Executive team with significant health leadership experience.

With a substantive role as Director, Finance and Business at NMHS, he has led complex reform and business improvement programs in tertiary and general hospital settings.

Scott is focussed on promoting staff engagement and a positive culture, alongside achieving excellent clinical service outcomes by partnering with the private sector.

Charles O'Hanlon
Executive Director, People and Culture

Charles joins us from the WA Country Health Service (WACHS), where he led the WACHS Command Centre, delivering new and innovative models of virtual and telehealth services to country populations.

Charles also has extensive experience as a national workforce and operational leader within the public health systems in the UK and Ireland. He has attained Chartered Fellow membership of the Chartered Institute of Personnel and Development (CIPD) and holds a Master’s degree in Healthcare Leadership and Management.

Charles is passionate about the role of organisational culture in the delivery of high-quality care for patients, as well as a working environment that supports colleagues to be their absolute best.

Theresa Marshall
Executive Director, Mental Health, Public Health and Dental Services

With more than 24 years in the WA health system, Theresa has vast expertise in organisational change; stakeholder engagement; policy development and strategic planning; and program/project design.

Theresa completed her PhD in 2002 and has a Masters in Clinical Psychology and a Masters in Business Management and Human Resource Development.

Before a secondment to the same position in 2017, Theresa was Assistant Director of Patient Safety and Clinical Quality Division at the Department of Health and then Director of Safety, Quality and Performance at SCGH.

Theresa is leading the NMHS implementation of recommendations from the Hugo Mascie Taylor Review of Safety and Quality in WA Health. This includes developing an integrated clinical governance framework focussed on transparent public reporting; and implementing patient opinion to create sustainable changes that will improve our patients’ experiences.

Jordan Kelly
Executive Director, Business and Performance

Jordan started acting in this role in June 2019 before being permanently appointed in January 2020. He has a Bachelor of Science (Health Information Management) and a Post Graduate Diploma in Health Administration and a Masters in Health Services Management.

Jordan began his health career in Geraldton as the Regional Health Information Manager - MidWest. He has held a variety of roles with the WA Country Health Service, including Executive Director Business (Corporate) Services.

Actively involved in the latest developments in digital innovation and eHealth, Jordan enjoys improving systems to support the delivery of services and has a strong background in governance and risk.

He has been a surveyor/assessor with the Australian Council on Healthcare Standards since 2012 and is a Fellow of the Australasian College of Health Service Management.

Ian Sheldrake
Executive Director Strategy and Transformation

Ian joined NMHS in 2023 and has more than 20 years of consulting experience in providing strategic advise to governments, health services and hospitals across Australia and England.

Previously he worked for the strategy consulting firm Nous Group, where he led the WA Health advisory practice from 2017 to 2023.

Ian has lived and worked in WA since 2014 and in that time has led a diverse range of strategic projects, including: the establishment of the Health Service Boards in 2016; the co-design of multiple health, mental health and AOD services; supporting the Board and Executive teams of multiple health providers to establish their current strategic plans, and providing strategic advise to the Chair of the Taskforce into Infant, Child and Adolescent Health (WA).

Ian is especially focused on how NMHS can thrive within a health system that is continuously reforming.

Dr George Eskander
Area Director, Clinical Services

George joined NMHS in 2022 from Royal Perth Bentley Group, where he was Executive Medical Co-Director.

He brings extensive experience in strategic and operational environments, having served on national regulatory boards and in executive, senior educational and clinical roles in Australia and the United Kingdom.

George, who trained as a specialist general practitioner in the UK, also served as Director of Medical Services at St John of God Mt Lawley and Bunbury Hospitals. He is a member of the WA Medical Board of Australia, a senior assessor with the Australian Council for Healthcare Standards and an Adjunct Clinical Associate Professor with Curtin University.

George is passionate about ensuring patients received the highest quality care and is focused on further strengthening relationships across NMHS sites.

Joel Gurr
Executive Director, Commissioning and Redevelopment

Joel joined NMHS in 2023 from East Metropolitan Health Service (EMHS) where he held the position of Executive Director of Clinical Service Strategy and Population Health

Trained originally as a podiatrist, Joel gained a Master of Business Administration and moved into the executive area of healthcare services where has delivered high priority clinical strategies, plans, business cases and initiatives.

He has almost 30 years professional experience in health and has worked in partnership with key stakeholders, including senior clinicians, to ensure the timely delivery of strategic projects. Joel was also part of the successful commissioning of Fiona Stanley Hospital, shaping many of its essential clinical services.

Joel brings his leadership and expertise to the Women and Babies Hospital Project and Graylands Reconfiguration and Forensics Project in the areas of planning, service development and delivery, commissioning, and redevelopment approaches aligned to industry best-practice service delivery. Joel is committed to ensuring these major infrastructure developments meet the needs of consumers and the broader WA community, and enable staff to provide to provide contemporary, high quality and safe care.

Annie Thompson
Executive Director, Nursing and Midwifery Services

Annie joined NMHS in March 2023 from St John of God Subiaco Hospital, where she most recently served as the Deputy Director Clinical Development and Operations (Redevelopment). Prior to this Annie spent more than 20 years in the health sector, so she brings a well-rounded vision of nursing and midwifery to NMHS.

Annie is a passionate nurse who trained in the UK and has worked most of her professional life in Australia within public and private health care settings. Annie is focused on leading and empowering NMHS nurses and midwives to have a strong voice in shaping a culture of safety, quality patient care, compassion and kindness.

Dr Tina Bertilone
Executive Director of Patient Experience and Clinical Excellence

Tina is a former GP and public health physician with a subspecialty interest in patient safety and quality improvement. She is passionate about supporting clinicians in clinical outcomes measurement, patient reported measures, clinical quality registries and using data to continuously improve clinical care.

Previously, Tina worked for eight years in a variety of senior roles in patient safety and clinical quality at the Department of Health, including executive director, senior medical advisor and manager of a clinical analytics team.

Tina is enthusiastic about new and innovative ways to optimise patient experience and support person-centred care. She has completed a fellowship with the globally leading Institute for Healthcare Improvement and is keen to promote and facilitate a culture of clinical excellence across NMHS.
